  Yes, banquet starts on Dec 20th and you historically need to be there for 14 days so move by Dec 6th. If you are later than that you will still get rewards, just need to wait until you can contribute points.

  If you arrive 7 december you open 21
  
  8 - 22
  9 - 23
  10 - 24
  11 - 25 december etc

  Yes, it is. You will have a timer to wait out before you can add alliance points
