I'm pretty sure tier 1 players were able to get top zone bonuses on zone 4. Now it's showing I'm not eligible for that

That's not what I mean. Ik how to enter lower tiers. Point is, previously (before saga incursion), zone 4 gives you top zone rewards (Inc fragments), now it's not. I don't see mods mentioning about this change anywhere!
