I’ve already seen this pic (or one very similar) from a different forum account here.

Where someone's solo points are nearly half of their Alliance's points.

Same situation, you are in an alliance that is either only 2-3 people (or otherwise, with people who anren bothering to play and buy/open Banquet Crystals), and so are NOT putting up the overall Alliance points needed for their members to reach many milestones.

(In your case, and the other person's case, the 2nd Milestone in ALLY Event.)

*BOTH* an individual *AND* an alliance points need to be met to claim milestones in Ally Event.

I tried to allude to this originally, but your Allinace has NOT MET the Alliance Requirement portion of the multi-requirement needed (Solo + Ally points) to meet Milestone.

Your Alliance is only at 11,830 (now), but need to be at 12,000 for people to claim Ally Event Milestone #2.
(in addition to each person needing to ALSO meet the Individual Requirement portion of every Milestone too).

The alliance score needs to match the threshold as well. Sure you may have enough points, but your alliance must contribute enough total points for it to work. The minimum points required on the bottom is for you, and the point amount above that is the total amount your alliance must achieve. Once your alliance contribution total meets or goes over the required amount, you can claim the reward. Refer to the screenshot in the above reply from @SummonerNR for more info
