Prowler is bugged.

As the title says. He's bugged. He's not gaining his charges properly which messes up his damage and rotation significantly. There are times where I sometimes gain 1 charge or 5. I've gained a single charge when the opponent uses a special 2 where I should be gaining at least 20 charges

Edit: ignore my stupidity. My brain doesn't seem to be working

    The amount of charges they get is based on how much power was drained when they used a special, so if they were barely at 2 bars of power, then you'll gain almost no charges. If they are at 2.9 bars of power, then you should be gaining 30 charges. Just wanted to confirm that you're aware of that being how his charge mechanics work.

    Just tested on mine and it works just fine. The more power they have remaining to be drained, the more charges you get.
