Decay not working against sentinel war boss

I was using a r3 deathless she hulk against a sentinel war boss and decay was not working against him. I was constantly getting smacked mid-combo by him going unstoppable, despite having withers on him per the tactic.

Didn't help matters either that the first time I went in, spent a bunch of potions to heal up just to see the spinning loading symbol of death and lose AB and half my health without even getting to fight.

I hadn't had any issues with other decay tactic attackers, is this an issue specific to deathless she hulk?

    Withers don’t prevent the unstoppable. Knocking down the opponent has a 25% per debuff to inflict slow. So if you didn’t have slow on him there’s no bug.

    The whithers don't stop the unstoppable. The slow does. And foe that you have to knock him down. The expiring dexterity buff can give the defender unstoppable

    @Maratox nailed it! there’s two parts to decay:
    immune to placebo (or any buff)? they get a wither.
    ALSO, knockdown has a chance to proc a slow, for each debuff present.
