They ban in waves so nothing would happen to them until the end of the season or maybe mid season depending on how often they run the process

Or it's just a cheater that likes to cheat, is aware of the consequences, and is also aware that it only takes a few hours to cheat up another UC account to ruin peoples' days some more. But yeah, there's only so much Kabam can do to prevent cheaters from showing up. If they weren't doing anything about it, BGs would be majority cheaters and then some at this point, so it's clear they are doing something. But it's not like they can stop people from making new accounts, and they can't stop people from making modded software. The only option really is to raise the standard of requirements to participate in BGs, but that would be a huge negative for smaller accounts (though we would have less complaints about "unfair" matchmaking).

He could be laughing cause he is cheating, doesn't mean he knows the consequences of a perma ban. It's using a deck with 4*s its obviously a newer account.

It would be impractical to create a ban system that explicitly bans players who use a 4* Domino to kill a 7* in 16 seconds. The real problem is of course no one is going to make such rules. You have to generalize, and it is at that point you can run into trouble. Are you going to insta-ban all 16 second wins? All 4* vs 7* wins? What's the cut off going to be? Where do you draw the line, and how certain are you that that line can never, ever, ever be crossed by a legit player?
Also, are you sure that is impossible for all possible metas we might have in the future? Absolutely, positively certain?
There actually used to be autobans in the game for progressing faster than anyone thought possible with legit play. Until the speedrunners started exceeding that throttle and triggered the ban. Those were first adjusted, and then when the fastest speed runners beat the adjusted ones they were mostly removed and made human-reviewable before triggering bans.
This player has the title for Necro completion. How is this account not banned from Necropolis modding?
The Necro anticheat doesn't ban instantly - if it did, cheaters would never complete it in the first place. It takes some time for the system to review and apply bans, even when it is done automatically by the Necro anticheat systems.
In this case, we're never going to know if that player cheated in Necropolis, because that account is currently in a state where its Necropolis performance is never going to be reviewed by the Necro anti-cheat systems.
