  For BGs, I can definitely see Okoye being the top; since her damage is almost certainly higher.
  
  But since you asked about overall content, Chee'ilth's Utility takes the win, at least for me:

  • Grit to (passively) counter Unstoppable feels more valuable to me than Ensnared is (as a debuff) to counter Evade
    
  • Cleanse is way better than Endurance
    
  • Tranquilise + Cleanse almost makes for full debuff immunity, played carefully
    
  • Sustainable Miss counter
    
  • Solid Regeneration on SP3
    
  • Sig ability counters physical burst effects (Whiplash, Traumas, Ruptures)

  Chee'ilth

  Had a r4 skill gem from epoch and was going for cheeilth, then pulled okoye, r3'd and decided to give her a chance and see if she would surpass cheeilth use and overall value on my acc to take the r4 gem
  
  Okoye is great and has proven to be immensely useful however still not as useful as cheeilth which is why cheeilth is STILL GOING RANK 4.

  I have both at R3 duped and I love them both. Okoye is a cannon in the right situations, whereas Chee’ilth has a lot of utility. Overall, Chee’ilth is who I’d R4 of the two.

  Okoye

  I'll say okoye. She definitely has insane damage potential and melts opponents in short fights. She is also wayy easier to use compared to cheelith, which is always a consideration to me.
  
  Cheelith definitely got more utility for overall content but okoye is superior in damage and ease of use

  I chosed Chee'Ilth, just because I don't like Okoye, maybe she is great for short figths but I don't like her animations and abilities, I thought she is so simple to play and is kinda boring her play style.

  2
