i don't have the usual in-game mail saying that it's down or when it's coming back up...

It goes down every Sunday at 9pm PST. It should be back up on Wednesday.

It goes down tomorrow depending on which zone you are in and comes back the day after, war cycle is wesnday to Tuesday
