Angela Sig Ability Broken

I took my sig 200 Angela into monthly quest 1.1. she did not shrug off debuffs any faster than normal despite having 3+ buffs which should be 100% off duration.
I wasn't sure if it was an AAR node thing, or a thing I don't understand about Oyoke, so I tried in a normal practice flight against X-23 with the same result.

1. I've got 3 points in deep wounds. So in theory X-23 bleeds should have lasted 1.5 seconds instead of 0 seconds, if Angela's reduction is before deep wounds. X-23's bleeds were still roughly 6 Mississippi.
2. I tried RTTL 2.2 Black Panther as a third test. He doesn't have masteries. I got a dex buff and let him go wild on me. Bleeds didn't fall off faster even once fury, armor up, and regen brought me to 3 buffs
Bleeds didn't even have a single tick.
Black Panthers bleeds last longer(8%) per cruelty. So that would also contribute
If I stack that many buffs then bleeds DO get shorter for me. But like I said in the X-23 practice case. Deep wounds should at best cause bleeds to last for 1.5 seconds with 3 buffs. That is not what I observe.
Okoye's sig ability gives her 3 points in deep wounds. Defender in quest has no masteries so in quest she has 3 points in deep wounds. The bleeds I'm accumulating in this quest are from biohazard node. Not from critical hits. If biohazard bleeds take deep wounds into consideration, the bleeds should last for 1.5s on a sig 200 Angela with 3 buffs. Full stop. They last much longer. I understand critical rating and increased bleed duration in her kit. But I am hitting her. Her critical rating shouldn't be considered.
What makes sense to me is not what I observe.
I'm more curious as to why you took Angela into a mutant quest
I did Odin preflights. That's 3 more buffs. With 6 buffs we're over 200%. If the node is percentage based, it should be cancelled out with 6 buffs. Like your Black Panther example. Like X-23. The only thing that should be in play is deep wounds, and I'm assuming that is because it is a flat number and not a percentage (like Domino's stun synergy)
So with 6 buffs, I should see bleeds last for 1.5 seconds. I do not see that. They last longer. I lack the ambition to create an account with the YouTubes and record screenplay, and I've been drinking with both hands.
