it sucks, only thing good is that it raised his prestige to a pretty respectable level. He’s actually in my Top30 now ahead of Herc and Tigra.

I believe that's what's called a "rush job".
So, I did a little testing before and after updating. Didn't want to fight Winter Soldier, because my 'strongest' version of Rhino is a 6* 1/25, and the thought of doing 500,000 damage with him made me feel physically ill…
This is the first fight in RTTL 4.4. There's a Spiked Armour node, which punishes Crits and grants Physical Resistance. New Rhino bypasses it completely, which I suppose counts as utility...

Post-buff Rhino (note absence of damage from the Spiked Armour node, which is nice)
And, for comparison, pre-buff (🤞🏼) Moon Knight, also 6* 1/25:
So, Rhino's damage is slightly better. In 2025, he's improved from hitting like a 2014 champion... to hitting like a 2015 champion…

I mean, he's kind of fun, in a stressful way. He needs an absurdly aggressive play style; although at least his Taunt makes that just about feasible. So that gives him a little control, to make it sustainable.
If you're a beginner, he could be simple fun. And skilled players could make use of the Taunt to dominate matches that they could have beaten far faster and easier with other champions.
I basically can't see any meaningful payoff, unless you really, really like Rhino, and want to play with him.
For those players: enjoy him.
For the rest of us, let's just forget this happened and move on...
Beginners? He's safe but his playstyle is definitely not for beginners. I am being harsh towards this buff for a reason. He was TRASH before this buff and now he's mid.
Why do we say things like this? Look at your roster, the majority of the Champions who were buffed over the past 2 years are absolutely insane Champions.
I really don't get what the hell happened to the buff program. They dropped Medusa DPX Sentinel BPCW Purgatory and Sentry buffs then everyone got fired and the program fell off I guess lol.
Yes, this buff is trash, why even bother. The non crit was a great idea but why make the furies and traumas so damn weak?
I didn't say his playstyle would suit them. I said Beginners might have fun with him.
If you'd asked, or had the insight to understand, I'd have explained that that's because he's extremely simple, has what appears to be a useful Unstoppable ability, and beginners don't know better.
No-one's playstyle suits beginners.

We are wondering why the rebalancing program is nearly taking an entire year when they could be finished in 1-2 months
Because the Balance Team has much more on their plate than just new Champion rebalances, so it's a smoother system for them to review data in batches.
This is completely fair: a lot of buffs and rebalances have been amazing. In the last year or so, just off the top of my head, Purgatory, Sentinel, Phoenix, and Cyclops have had great buffs. Cull and Antivenom look great. And personally, I think Yondu is ridiculously overlooked, post-buff. He's so much better, now.
But one of the main things that has improved with these guys is their 'flow': the buffs for Purgatory, Sentinel, Cyke, Antivenom, and Yondu all simplified their playstyle, and made it easier to use them effectively and/or extend their high-damage phase.
Rhino has done the opposite: his Dash-Dependent playstyle is risky, the peak damage output is far too easily lost (you can't use relics, or even five-hit combos), and the payout simply isn't adequate to compensate for the more challenging. He's got the same problem Civil Warrior has: you have to play him in an awkward, clunky way to get damage; and it just makes for an experience which is less fun and more stressful.
Now those buffs, Yondu, Antivenom, Purgatory, Phoenix, Cyclops, Iron Man, those buffs are among the best. Maybe it has to do with the buff designer themselves.
