AV has far more utility, but is reliant on bleed for a lot of his damage. His Tenacity is so useful they had to invent Archangel as a specific counter to him (convinced yet?). He's also pretty handy at shutting down evasion champs, and provides good synergies for any Spider-Team or GOTG.

SIM has a decent armour break (no one is immune to armour break), does way more immediate damage on his special attacks (especially SP3), and his Sig is a useful Get out of Jail Free card. His best synergies are with the original Cap and Daredevil.

Over all I'd go for AV all-round; but it does depend on who else is in your team, and what your particular needs are. Long-term, AV will probably do more to help clear content; purely because of his Tenacity.
