Confusing Degen Relic

I'm using duped 4* CGR for 7*R2 Ebony maw and the stagger, degen vulnerability I'm getting if I do heavy attack... Very benefit...

But I'm also having 7* unduped CGR relic for 7*R3 Kindred... Also. Enabled 3 runes... But this stagger not available, not having degen vulnerability and the damage output is very low..

What's missing???

The stagger only applies to Purgatory, Ebony Maw and Mojo as listed.
