Madelyn Pryor possible hashtag bug

Unless I missed the memo, she is hashtag meteor and therefore should be eligible for the rank up gems and sig stones. I was waiting for today to pull her as my grace was at 7 crystals to a guaranteed pull. Much to my dismay, when I went to rank her up and max sig her, I was unable to use said rank up materials. Is this a bug or is she indeed not part of the cool kids group?
