looking at OP's posts (and now I remember them), they were brand new, and last month only Level 33.

Does Incursions current SAGA version have a Summoner Level or Progression requirement to it ? If so, maybe that's why they can’t see it (if they used to before, prior to Saga version).

or, ALSO, earlier the Incursions might have been one of the smaller “half-height” panels like next to AQ, AW, Arena, etc). And now (might only be during special SAGA versions) is moved “full-height” further to the left, near the actual Side Quests, Monthly EQ, etc (see earlier comment with pic above). (wouldn’t excuse OP not being able to see it, wherever it is though).

Since you updated this and said “spend”, I assume you now meant where did the STORE go to. Not Incursions itself (which was not apparent originally).

Many older Currencies are being changed to new ESSENTIA currency.

You can either convert some of your Incursions Artifacts (up to the max, until the limit resets each week or so) to be Essentia instead (and then spend Essentia in it's own new store).

Or can still use Artifacts to buy RAID Tickets with.
