He's in the basic 6* pool. There will be no observance cost for 6*. The 19 is coming from how many more are needed to get to 50 for the 7*.

observance is a huge joke! Kabam: “Hey we’re removing Glory and BG tokens to consolidate all the currencies into 1 to make things easier.” Then like a week later.. Kabam: “Hey guys here is this new observance currency for you guys” what freaking idiots.
