How does the 1% direct dmg on bleed inflicting from Deep wounds works?

Cuz the mastery states that whenever you inflict a bleed debuff on an opponent with a lower hp % than you, he takes dmg equal to 1% of his hp. Now obviously it dosent happen really... for me it happens only on SOME bleed inflications and I dont understand based on what does that happen? Is there a pattern?

Well the mastery actually say if you have more Current Health than the opponent you inflict an instant 1%.

Generally the opponent has a squillion more health than you do, so it takes a long time get them under yours.

However, once they are under your health they take the 1%. You can check with Winter Soldier, he will be taking 5.4k or so burst with every bleed.
