All you’ve said is it was in practice mode, SP2 to SP1 was your rotation, and that his damage seems to be lower.
Who did you fight? What rank are both champions? What exactly did you do in the fight? Do you have any videos or images? What about his damage has changed; is it just his red numbers or his overall damage output?
More specific information is needed to figure out if this is really a bug or just a misunderstanding of what’s happening.
As an avid Beta Ray fan and player with him being my most used champ, I’m sure he’s fine. He does every fight in BGs in one sp 2 and sp1 for me, even with no additional shocks. I also consistently get LoL Starlord down in under 1:30. Seems fine to me.

I was trying to be helpful and advise OP that was the only change to him I saw in the patch notes where he was specifically listed under echo damage changes to specific champs. Meaning there should have been no other changes being made to him beyond what was listed there. And even those changes don’t go live until June.
