When you see something red, it's usually here that you need to dig

you probably just became Level 60, and got increased Inventory Cat Limits.

But to fill the new Inventory slots from any that you had in overflow, you needed to Claim (move) them from Stash.

Everyone else asking this question always (mostly) shows their Summoner Level as being below 60 (in which case, nope, can't do that Upgrade until they hit Level 60 or purchase Sigil to increase Limit.)
