I can't send messages in-game chat and to my friends. I uninstalled and reinstalled the game but it didn't work. Has anyone else experienced this? Any solutions? I can't contact Kabam support because it says the password is wrong and I can't reset my password.

If you can't chat, then you were chat banned. Takes a lot to get there, so congrats on the accomplishment I guess.

The account to send tickets to Kabam is separate from your game account. If you haven't sent in a ticket before (or in the last year or so), then you need to create an account on their support page first
