Mastery point in radiance store

Just spent 125K radiance points for an extra mastery point and there's no way to use it. Are there any restrictions on using this mastery point? Where is it supposed to appear so I can use it? It's not showing up on the Mastery screen.

It's in your items under the "other" tab. It's an item you need to use to trigger the point.
