Dr Voodoo power gain during evade

So I was fighting Dr Voodoo the past couple of times in the cornicopia arena and when I evade his attacks with dexterity he have power as if he is hitting me.

Is this a bug or is he working as intended?

I can't find anything in his abilities that would cause this. He hadn't got a sp3 either so it wasn't his power leach...
