Luke Cage Power control

So when Luke Cage’s exhaustion reduces power gain effects. Does that include MD? From reading it, I don’t think it means overall power gain, just from effects. Let’s get some clarification up in here.

Yes power gain effects. MD included. They still generate power from hits just not any buffs or MD
