Loki sp2 debate

A couple people in my alliance are debating Loki's second sp, can we get an official answer please mods.
Is the first hit from Loki's sp2 supposed to be able to be blocked?

No the first hit is unblockable I think but the ice can be blocked. However the ice is bugged because it never shows on my screen

The first hit is blockable, the second hit isn't.

Yeah, most unblockable special atks only have unblockable first hit
