Should I rank up Juggs or Dormammu

Hey guys, I just opened up a 4* Juggs and Dormammu. I was just wondering who I should rank up first because I'm pretty much a noob and have no clue who's better.

Dormammu, no brainer.

Juggs sucks, and Dormammu is amazing for his power control (and one of the best defenders once duped).
