I am not receiving summoner advancement from last three week. What should I do? Any suggestions please.

Are you sure your alliance is reaching the points you need for SA rank awards?

We actually need new rewards for SA. Or at least increase the amount of shards and adding a couple items that can help

@Afras at some point you jump to a higher tier and it takes more points to rank. Most alliances go through a period where they have to save crystals and not rank champs for one week so that they can rank in the following SA. Then as your alliance grows you won't have to save anymore.
