Is it possible to get legends title without suicides, max boosts and AA r4 5*?

I have never gotten a Legends tag personally but I would assume no. The reason being is AA needs to build/ramp up his damage making him slower to end fights whereas champs like SS, Blade, and Corvus do good burst damage ending fights very quickly.
