Hood's stagger vs Unstoppable

I've noticed that Hood's stagger works against unstoppable but then juggs gets a second unstoppable buff after the motion. Why? Should stagger not work for both since it is technically all 1 unstoppable.

    Because they altered him for that specific reason. In no way would they allow a cash cow to be neutered and lose future revenue.

    If you use She-Thor, She stacks 2 staggers and that will take them both out. fyi

    Still no idea why they didn't just keep the unstoppable buff activating once (at the start of the attack) but make it last longer.
