Loki buff steal

Fought dr. Strange with Loki, but he didn't steal his power gain buff on L1. Is it only a certain buff? Sig ability says all buffs

I think it's because it's an abnormal buff… similar to GR

Sig says all buffs, shouldn't matter what kind, correct?

DS power gain is passive I believe, that symbol appears so you know when it's active. Can't be replicated either.
