    Is uncollected really required. I'm pretty skilled however I'm focusing on completing act 4 100% rather than going into act 5

    We tend to be slightly flexible with this one, as some just may have not gotten around to it yet. But most of the the time, yes, we make it a requirement, as it provides a HUGE benefit in today's meta, in so many different ways.
