I think Angela's power meter is bugged

with any given champ when I do (MLLLM) followed by (MLLLM) that means I'm one hit away from my first bar of power,
however this is not working properly with angela,
as I do my normal 5 hit combo two time I find that I need one more 5 hit combo to get to my first bar of power.
