Winter soldier bug I noticed in ROL

I have been testing some champs with WS in ROL and just like Groot in Map 5 AQ , WS is faking/missing his 1st light attack .
Now this is a bug imo unless this is intended because this wasn't used to happen before .
I haven't been fighting WS off late so not sure if you have intended the fake light attacks but I can guarantee this never used to happen before.
Please address the issue .
