I'm not saying that I have a bad roster but it could use some help...

Luke Cage is great!

He definitely is, but I dont have a solid line-up lol.

But I'm really trying to figure out who to level up

Luke cage, medusa, carnage, gwenpool.

Concentrate on those, LC first as a 4 star at level 21 is going to help clear a ton of content.
