Who should i take up?

I have a 5* r3 Rulk duped and i recently got Luke Cage as a 5* who is currently sitting on r2 .... Should i take my Rulk to r4 or consider taking Luke up ?? I am gonna try and do a single run through 5.3 and 5.4 ... So give your answers accordingly. ( Rulk will be my 2nd r4 if i take him up ... First is GP ... If it helps you decide )

Luke Cage
Both are probably in the same tier. Look at team synergies and which class you have less of and make the call.
