Loki is broken, SP2 health steal ability doesn't work!

Regarding Loki's Sp2 right now I have tried several times to use that 100% chance to substract %% health from opponent (even with higher health points as required) but no luck with this even though a red damage like number appears with successful hit. I think it is broken and no one seems to use or care about it. Hope you have a chance to look at this. Thanks in advance.
