Just checked and mine says same thing.

I have a 6*, r5 4*, and a r4 3* CAIW, and just checked them all out of curiousity.

The 6* says 100%
The 4* says 100%
The 3* says 100%

So, dunno.

I checked my 3* and 4* and both say the same thing its in the text box under Kinetic Charge Passive

Looks like a Visual Bug was found Kabam

or it was made like that so that its will 100% without a doubt not be affected by aar.
(edit) would be fantastic against the collectors unstoppables paired with his aar.
