No, she is useless, don't upgrade her.

I hear Cyclops is very effective, and of course he has to be, being one of the three champs you win in RoL. Use your awakening gem, and 5-65 this bad boy. You'll wipe LoL, A5, AW, AQ and he is super OP for A6 I hear.

No man, she is great. But doing a little research on google/YT would have told you the same.
