Vision vs Epic Deadpool heal block bug??

In the epic Deadpool event, with aggressive regen and masochism Vision is unable to place the healblock on Deadpool even when the masochism isn't active. I parry Deadpool so that he looses the masochism and then activate sp1 or sp2 but the heal block doesn't get activated on DP. Is this normal or is it a bug? I tried reading through the node description and hero abilities but couldn't get an answer hence hoping to get an answer from the experts in the forum. Cheers.

    He heal blocks when vision drains the opponents power to 0

    SP2 should work then.
    Sp1 only When dp is low Power
