So does everyone get the compensation for the buff on act 3 rewards or as per usual kabam only a select few get it?

If you haven't completed it within the last 3 months, then no. They can't go farther back than December.

This has been addressed numerous times, including in the initial announcement. The cutoff to receive the rewards was in December of last year. If you did it before then, you won't get them
