He's high demi God tier IF he's duped AND IF he ramps up AND IF he has team members with the right synergies. I believe that's what the symbols next to his name mean.

Yeah he's tough to get right. I don't use him at all except for arena.

He is worth 5/65,you can build your team around him,counters autoblock and evade,incinerate immunity, huge dalage over time debuff potential and awakened Huge damage output with 10 furys ,and has taunt debuff same as spidy! You can surely do lot of atuff with that kit! Also he helps improve Ghost rider & Venom who r two of the best champs available in game!! And by chance if they do a rework and moonknight can stack his bleeds he'll make him god tier too ! Every champ they released post sentry last year has been MULTI Dimentional and does a lot of stuff! I'd say even Redskull/bishop are better then 90% champs released in 2016/17

To be honest, I don't think Seatin would be able to place Masacre in that tier without also including Night Thrasher.

They're very similar in their playstyle and debuff application. Their whole damage potential is dependent upon maintaining those debuffs and doing so scales them up incredibly well. Ability Accuracy reduction, block deterioration, refreshing debuffs to keep them up perpetually, etc...

Plus they both have a host of synergies which only make them more imposing.
