Winter Soldier Incinerate should be higher

The incinerate takes so few HP away from the target, it should be higher. Swap the damage percentage ammount between bleed and incinerate from the second ammo, that will make Winther Soldier more useful against bleed-immune champions

    Doesn't exactly make much sense though. It's a utility debuff much like Neurotoxin where instead of heal blocking, it reduces block profficiency by 50%. If you're caught by it against a stun immune blocked hits will hurt a lot. It's also relatively useful against highly defensive Captain America and Quake. It's also only on skill champs (Winter Soldier, Crossbones, and Agent Venom. Tell me if I missed some).
    But I do see where you're coming from. If you want higher damage just use his Hollow Point ammunition.
