Last Stand Avengers Rank-up

I currently have all the Avengers collected as 4*, and most at rank 3 and higher. I have zero rank 1 4* Avengers, so is that objective simply closed to me?

Yep. Closed to everyone that already have those avengers at rank5 or higher. It’s mostly there for the newbie
