    Not-so-short answer, is yes he requires both.

    This is to reflect he is an inhuman, which are typically cosmic, but was not exposed to the terrigen mists like most inhumans. Instead he honed his martial arts skills.

    Yep, spot on! His lineage is cosmic in origin, but his power comes from his training and skill.
