Missing Permission Slips

Why can I only purchase level 1 permission slips? There are no other permission slips in the souvenir section on my game, and therefore I can not purchase them. What am I missing, I've seen others who can purchase all of them but I don't have that option at all.

    Read the notes. You have to have certain titles to get certain permission slips

    My souvenir shop has only level 1,2,3 slips. I want level 4 and 5 too. Please help

    For level 4 slips you need to have beaten Act 4 Thanos. To get level 5 slips you need to be uncollected.

    I bought my level 5 permission slip, went in to take a quick look to see what I would need to bring for champs and left. Now I have to buy another permission slip? Why? It says I need to purchase one for each chapter, not one for each time you enter.

    I bought a permission beginner and normal. 150 and 250. I started the beginner and went to do normal and it shows the normal ticket as a beginner. I had 430 shield things now 30. I know for a fact I purchased the normal but it gave me another beginner and charged me for normal. What the heck is going on!

    For some reason I only have the beginner permision slip in the store there for I cant use my markers to buy normal or heroic permission skip
