Whenever you want. Some people line it up with Level-Up, but I don't bother doing it religiously. If I want to Rank something, I don't wait around for the Event.

I rank my champs whenever i want to. I dont see the point in waiting for a lvl up event as besides the revive and 25 units the rewards from solo events are garbage imo

best time to level up when double solo events come up. Sometimes when prestige calls for it, if ur alliance is into it. Or when u need more arena points. Or when u need a champ to clear story or event quest content.
