If I create a new account and at which summoner level or after how many days the gifting event will start to show in my new account?

Symbiote supreme v. Howard the duck
At the start of fight symbiote supreme nullifies the 7 armour up buffs on Howard but no nullify damage is inflicted on Howard. Is this a bug or something, as it doesn't happen on Red Skull, Civil Warrior etc. Device: One Plus 6 (Android) 5* Symbiote supreme (duped)
