Made myself an account and cant decide who to level to rank 5. I need around 5-7 champs for now. I am not too sure which champ is is good or not. Please help.

Why do i only have 2 arena choices, when can i unlock the champions arena? What level do i need or when can i get it. Please help
Who should i level up from my champs.
Started playing mot too long ago and got my hands on some champions but not sure who to level up. I need them for utility or if they have some strong power for act 4 and 5.
