Is it broken cuz im not getting any coldsnaps when i use corvus or capiw w/cosmic teammate

Chapter 3.2 long distance relationship path is causing my champs to lose health immediately upon gaining a weakness and should only reduce attack rating. Is there something else im missing or is this a bug from new update?
