I did master and it said I’d get 4 star shards and it gave me 3 star shards but heroic you get 4 star shards makes no sense please fix

How come heroic cost more then master on the new event I spent so many more unit on heroic ? Make some charchters easier to get
I’ve spent tons of money trying to get our favorite hero for my little brother and I it just seems like the hulk is super rare or impossible to get I grind daily to try to get a 4 star or better of hulk and just keep lucking out would really really appreciate it if the hulk would be easier to get thanks for your time
