I got 7* nefaria from a regular 7 star crystal and i got cassandra on titan crystal, are both worthy of rank up or wait for dupe?

Sorry im new to the game, does 7 star bastion desperately need dupe and high sig or he is okay unduped or if he needs dupe does he need high sig or not?
