It's most likely due to him being a trophy champ. It could also be due to how his kit was satisfying enough to not need anything about rebalancing.1 -

Idk i just haven't seen him lose charges on a second medium till after switching to 60 fps 🤷♂️, although i could very well be a bug like edisonlaw said1 -

Does anyone else notice how when using juggs on 60 fps, he occasioanly loses unstoppable charges instead of gaining them.4 -

I can send a video about getting intercepted after 2 seconds in the match, haven't had this much trouble, even with onslaught3
